Central Asia Regional Economic Cooperation (CAREC) Program Corridor Performance Measurement and Monitoring
Launched in 2009, the CAREC Corridor Performance Measurement and Monitoring (CPMM) mechanism performs the following: (i) identifies the causes of delay and unnecessary cost to cargo moving along the links and nodes of each CAREC corridor, including at border-crossing points (BCPs) and intermediate stops; (ii) helps national CAREC authorities determine how to address identified bottlenecks; and (iii) assesses the impact of regional cooperation initiatives implemented along the CAREC corridors by member countries. The CPMM methodology and data collection process capture a range of ground-level information by measuring and recording actual cargo shipments along CAREC corridors and at BCPs through an established pool of national freight forwarder and transport carrier partners.
The CPMM database offers a time-series data (2010-2020) on trade facilitation indicators. It measures: (i) time taken to clear a border-crossing point (BCP), (ii) cost incurred at a BCP, (iii) average cost incurred to travel a given corridor, and (iv) average speed to travel along CAREC corridors. These indicators are available at the regional, country, and corridor level, by road and rail transport. At BCP-level, time spent and payments made (official and unofficial) are recorded by activity. The list of activities encompasses all anticipated checks and procedures, both at BCPs and at intermediate stops along the transit corridor. Summary statistics such as average and median are also available.
The CPMM database also stores the general information about the trip being recorded and the cost and time details for each leg and stop of the trip. Shipment information include the commodity, cargo weight, containerization, and transit system, if applicable. At each stop, the database stores information on city, country, CAREC corridor, mode of transport, distance from previous stop, duration of travel since previous stop, vehicle operating cost or transport rate, and reason for stop.
